Members of the original gangs ensure this happens, its lucrative and guarantees longevity for the gang.
They are called chapters, Biker gangs have had legitimate chapters all around the world for decades.
Some gangs have better communication and co-ordinate chapters whereas some don't and thus have more chaotic hierarchical systems etc
